Some Users Missing From ID Vault

I've recently setup an ID Vault. About 3 of the 10 users are missing from the id vault. They are all using the same version as successful users. Looks like they all have the correct certificates. I have waited a few days. Not sure why these 3 id's are not getting populated to the vault. Any suggestions.
